Currently, ordinary users obtain information and knowledge by reading articles and news on the websites. However, reading is obviously awkward for users who are driving, walking on the street, or riding on a>bumpy bus. On the other hand, visually impaired people experience a challenge in accessing web articles and news. They rely on pre-recording and special printed material (Braille) to ascertain the reading materials. These traditional methods consume a lot of time in recording and printing processes. Hence, the news received by the disabled is usually undesired and outdated. Moreover, Braille characters are difficult to interpret and it takes time to learn.
